Yes, rapid and extreme outward symptoms of decline in Horse Chestnuts does
sound to me like Horse chestnut leaf miner - Cameraria ohridella. About 5
years ago I went to Prague and the Horse Chestnuts looked terrible and to me
looked like they were on the way out however I was assured that many of them
had persisted in that condition for many years. However, to me their visual
amenity value had become insignificant, possibly even negative.

There is strong evidence to suggest that it is quickly spreading through the
widespread occurance of bleeding canker suggests to me that Horse Chestnuts
are not a great species to plant anymore here in the UK.
